Can I use a portable heater on a 15 amp circuit?

I have a portable oil filled radiator type heater. At the warmest setting, it is 1500 watts. The circuit breaker has 15 amps for the bedroom and living/dining area outlets. I read someplace that you should only use 80% of capacity, which in this case would be 1440 watts. (15 amps x 120 = 1800 and 80% of that is 1440) So, does this mean I shouldn’t use this heater?
