I need to heat my outdoor office. What type of heat should i use?

I built an office in my non heated mortan building. The room is a fully insulated 10×13 with 8 ft ceilings. i want to keep a constant 50 deg. and be able to turn it up to 70 and have it warm within 20 min or so. I need some expert opinions on what type of electric heating unit to use. 220v or 110 base board heater? fan forced wall mount (like the ones in vestibules)? would just some portable space heaters keep it warm? It gets cold here its 4 deg outside right now.
