Why is it that its longer to warm up when my portable heater is elevated versus it being on the floor?

Because its been getting cold these days I decided to buy a portable heater from walgreens. Now it does the job when its on the floor, heats room up in like 20 minutes. But then I thought to myself, I want to put it on top of my TV and so I did that but it takes longer!! I wonder why that is?
