What are some safety tips for a Portable Electric Heater?

I am at college,and my room has no heating vent. So I bought a small little osculating portable heater. My dad kept saying they were dangerous. So what are some safety tips I should take with this? Also, what kind of surface would it be safe to set this thing on?
