What can I do to eliminate outages with our direct-vent water heater in our manufactured home?

This is the second new water heater. Home is brand new. Water heater works fine except in the combination of windy & rainy weather. If it just rains – no problem. If it is just windy – no problem. No one seems to know what the solution is. PLEASE HELP ME!

    mine did the same until i replaced the flue cap with one designed for bad weather. it prevents backdrafting.
